Planning Commission

The Planning Commission is an Advisory Board to the Council. The Planning Commission makes and adopts and recommends to the Council, plans and maps for the physical development of the whole or any part of the City including any areas within two miles outside its boundaries. The Planning Commission recommends to the City Council programs for public structures and improvements. The Planning Commission recommends to the Council on the widening, narrowing, relocation, vacation or change in the use of any street, alley or other public way or ground or the sale of any public building or real property as well as the zoning of properties within the City's jurisdiction.

Meeting Time: The Planning Commission meets the first Tuesday following the first Thursday of the month, if there is an agenda item. The Board meets at 5:00 p.m.

Board of Adjustment

The Board of Adjustment hears and decides appeals subject to appropriate conditions and safeguards and may make special exceptions to the terms of the ordinances.

Meeting Time: The Board of Adjustment meets the fourth Tuesday of the month at 5:00 p.m. , if there is an agenda item.

Board members: Five members plus an alternate appointed for three-year terms.

* Jane Brogan, Jack Garner, Craig Vincent, Ross Ronne, Larry Mertens, and Jim Peterson, alternate.

Board of Public Works

The Board of Public Works is charged with the duties of operating, managing, constructing, extending and maintaining the water works and sewage systems and any and all property owned, leased or otherwise under the control of the City and used in connection with the same, except only such duties as are required by law to be exercised by the Mayor and Council.

Meeting Time: The Board of Public Works meets on the Monday before the third Thursday of the month at 4:30 p.m.

Board members: Three members are appointed for three-year terms.

Board of Health

The Board of Health has such powers and shall perform such duties as are prescribed by state law or city ordinances, rules and regulations.

Meeting Time: The Board of Health holds meetings upon the call of the Chairman and any two members

Board Members: The Board's term is concurrent with the term of the Mayor.

*Mayor, Chief of Police, City Attorney, City Physician, Council President, and Council Vice-President.

Advisory Board of Park & Recreation Commissioners

The Advisory Board of Park and Recreation Commissioners is an advisory Board making recommendations to the Mayor, Council and Administrator in areas concerning the layout, improvement, beautification design, maintenance, program planning and general operation of public parks and municipally owned recreation facilities, including but not limited to the Minck's Park Swimming Pool, the York Community Center, the York City Auditorium and all City Parks.

Meeting Time: The Board holds meetings upon the call of the Park and Recreation Director.

Board Members: Seven members appointed for three-year terms, with the Park & Recreation Director and Director of Public Works.

Board of Examiners

The Board of Examiners is an advisory Board empowered to prescribe, amend and enforce rules and regulations pertaining to the registration of master plumbers, journeymen plumbers, water conditioning contractors, utility contractors and mechanical contractors.

Meeting Time: The Boards holds meetings upon the call of the Director of Public Works.

Board Members: Two members appointed for two-year terms.

Members: Ron Skaden, Larry Lind and Director of Public Works.

Civil Service Commission

The Civil Service Commission is an advisory Board who adopts and promulgates procedural rules and regulations which shall provide in detail the manner in which examinations and hiring of Police Officers and Firefighters may be held.

Meeting Time: the Commission holds meetings upon the call of the City Administrator.

Commission Members: Three members appointed for six-year terms.

Library Board

The Library Board has such powers and perform such duties as are conferred and required by state law.

Meeting Time: The Board holds meetings the third Tuesday of the month at 4:00 p.m.

Board Members: Five members appointed for five-year terms.

Aviation Board

The Aviation Board is an advisory Board charged with making recommendations on such matters relating to the airport and aviation generally.

Meeting Time: The Board meets as is necessary to conduct business.

Board Members: Three members appointed for three-year terms.
